Policy and Notice of Nondiscrimination
Literacy Network complies with Federal civil rights laws and is committed to providing its programs and services without discrimination in accordance with:
- Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin (including language).
- Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination based on disability.
- Title IX of the Education Amendments Act of 1972, which prohibits discrimination based on sex in education programs or activities.
- Age Discrimination Act of 1975, which prohibits discrimination based on age.
- U.S. Department of Homeland Security regulation 6 C.F.R. Part 19, which prohibits discrimination based on religion in social service programs.
It is against the law for Literacy Network to retaliate against anyone who takes action to oppose discrimination, files a grievance, or participates in the investigation of a grievance in accordance with the above authorities.

Information and Services for Persons with Disabilities and Persons with Limited English Proficiency
Literacy Network:
- Provides free language services, such as qualified foreign language interpreters and information written in other languages, to ensure meaningful access to programs and activities for persons with limited English proficiency.
- Is prepared to provide free aids and services, such as qualified sign language interpreters and written information in other formats (large print, audio, accessible electronic formats, etc.), to communicate effectively with persons with disabilities.
Recipient’s discrimination complaints process:
A person may file a complaint within 180 days of alleged discrimination. A complaint may be filed in person, by mail, or by email using the following contact information:

The complaint should include the following information:
- Complainant’s name and contact information
- Nature of the complaint
- Date(s) of the complaint
- Requested action
The Executive Director will form a team of staff to investigate the complaint. The team will include at least two staff, including the supervisor or director of the relevant program. The team will review the complaint and may solicit additional information from the complainant as needed. If additional information is requested and not received, the case may be closed.
The investigation team will report results of the investigation to the Executive Director, including a conclusion on whether discrimination occurred, any recommended correction action, and recommendations for responding to the complainant. The Executive Director, in consultation with the investigation team, will take any applicable corrective action and notify the complainant of the outcome.
Literacy Network employs multiple bilingual staff who are available to assist a person with Limited English Proficiency in filing a complaint. In addition, Literacy Network has a contract for phone translator services, which may be used to accept complaints. Literacy Network is prepared to offer American Sign Language interpretation using a video call service.
